“GOING THE EXTRA MILE”

GREEN ENERGY PARKS & PETERBOROUGH UNITED LAUNCH GLOBAL COMPETITION TO SUPPORT CHARITIES

Green Energy Parks is delighted to announce the launch of the “Going the Extra Mile” competition, in conjunction with Peterborough United FC, to raise vital funds for three local charities. The competition challenges fans to photograph themselves in their EnergyPark Peterborough shirts in tourist spots around the world to raise money for The Posh’s charities – the East Anglian Air Ambulance, the East Anglia Children’s Hospices and the Peterborough United Foundation. Competition is already fierce, with photographs sent in from as far afield as Detroit, Cape Verde, and the Maldives.

The best photos and a league table of most miles travelled will be published in each home match programme. Local businesses and individuals are encouraged to pledge donations to the competition pot, so that the charities can benefit as much as possible. All donations will be acknowledged in match programmes.

At the end of the season, the mileage of the people who have travelled the furthest in any of the four shirts will be converted into cash and donated to the three charities. The overall winner will see money donated to these great charities and will also win a pair of executive seats for the last Championship home game of the season, against Watford on the 21st April 2012.

Speaking about the competition, Chris Williams, Managing Director of Green Energy Parks said:

“The Going the Extra Mile competition recognises the commitment of our fans, while raising funds for three great charities.

“We can’t wait to see how far the Peterborough United shirt travels.”

Chris Donaldson, Area Fundraising Manager for North Cambridgeshire and West Norfolk, East Anglian Air Ambulance commented:

“We’re enormously appreciative of the fund-raising efforts of Green Energy Parks and of Peterborough United and their supporters. This competition will provide vital funds to sustain the life-saving work of the East Anglian Air Ambulance, which relies entirely on fundraising and contributions to keep our two helicopters in the air and to provide medical equipment. We wish all those involved with “Going the Extra Mile” the very best of luck.”

Karen Newton, from East Anglia Children’s Hospices, one of the charities who will benefit, said:

“The support of Peterborough United, and their fans allows us to carry out our vital work in helping children with life threatening diseases and provide support for their families.

“We are so grateful to the fans and hope this competition is a huge success.”

For more information on the competition, please call the Green Energy Parks Press Office on 07718 923304

Peterborough Renewable Energy Ltd (PREL) is delighted to announce that a Technology Licence Agreement has been signed with Tetronics Ltd, the world leaders in DC plasma arc systems. The Agreement gives PREL permission to use Tetronics’ patented technology to deal with Air Pollution Control (APC) residues created onsite at EnergyPark Peterborough.

The ground-breaking EnergyPark Peterborough project, which was granted consent by the Department for Energy and Climate Change (DECC) in November 2009, will be the first sustainable biomass-from-waste powerstation of its kind in Europe. Drawing upon a mix of best available technologies, PREL will achieve maximum diversion of waste from landfill, creating renewable energy and recycled products at the same time. Tetronics’ plasma-enhanced waste recovery systems will play a vital role in achieving that sustainable cycle and ensuring that the greatest value is taken from the waste input.

Following the gasification of a clean biomass fuel, the hazardous Air Pollution Control (APC) residues, which would traditionally be sent to landfill, will instead be collected and safely transferred to the co-located plasma unit. Tetronics’ plasma technology will then separate and destroy all the hazardous components in the residue, generating a totally safe inert product, similar to granite. This non-hazardous product called Plasmarok® can then be re-used as a glass or building aggregate in a range of applications, achieving close to zero residues remaining.

Commenting on the deal, CEO of Tetronics, Stephen Davies, added:

“We are delighted to sign the Technology Licence Agreement with PREL, a pioneering company leading the way in waste management in this country.

“Tetronics has decades of experience in the UK, Europe and Asia, processing problematic wastes, such as APC residues, in a stable and cost-effective way.

“We are very confident that this development will be a trailblazer for others to follow.”

Speaking about the Agreement, Chris Williams, Managing Director for PREL said:

“Tetronics’ plasma-enhanced waste treatment technology has been the final piece to the puzzle of ensuring that the absolute minimum of residues from the treatment process needs to be processed offsite.

“Tetronics’ contribution has been vital in guaranteeing that a sustainable, practically zero waste facility is achieved. Through this partnership, we hope to see many more developments like EnergyPark Peterborough in years to come.”

MULTI-MILLION-pound plans to build a waste-burning plant in Peterborough could be one step closer to reality.

Despite the city council having opposed a previous scheme drawn up by Peterborough Renewable Energy Ltd (PREL), planning officers now say the £250 million state-of-the-art energy park, which would be built on a site off Storeys Bar Road, would bring a number of “positive benefits” to the city if plans get the go-ahead.

And in a report to be considered at a hastily-called extraordinary general meeting of the city council on Tuesday, planners have raised just a handful of concerns which they say must be satisfied for the scheme to secure their support when it is considered by the Department for Energy and Climate Change (DECC) later this year.

They say the proposed energy-recovery incinerator at the heart of the project would “eliminate” the need for landfill and have a “positive role” in respect to climate change.

“The Energy Park has the capacity to deliver long and short-term employment, training and educational benefits to the Central and East Peterborough Neighbourhood Investment Areas,” the report says.

“Overall, if the proposed development was implemented, this would bring positive benefits for Peterborough.”

It is expected, however, that councillors will still object to the scheme on the grounds that the proposals “lack” the information necessary to make a “positive” recommendation at this stage.

These include a detailed plan on highway and access issues, safety concerns regarding the proximity to gas pipelines, and justification on developing the site in the countryside.

However, the recommendation to councillors is to submit a holding objection which could be overturned if “some fundamental information is submitted prior to determination of the application”.

The proposed facility would be capable of processing or recycling up to 650,000 tonnes of commercial, agricultural and other waste, biomass and bio-crops, and would generate 66 megawatts of electricity annually.

Managing director of PREL Chris Williams said he was confident the necessary amendments and clarifications would be made to satisfy concerns.

He said: “We do not believe that any of the problems identified cannot be overcome quickly and easily, and we are confident that, with the support of our city councillors, we can make Peterborough’s dream happen.”

Leader of the city council John Peach said he was unable to comment on whether councillors were for or against the proposals until after the meeting.

However, he said that no matter what decision was made, the council’s £38 million plans for an incinerator of its own – just 400 yards away from the PREL site – would still go ahead.

The council says it needs to find new ways of disposing of waste to avoid the threat of massive fines imposed for using landfill sites.

Speaking slots to be allocated at town hall meeting

People who have previously made comments on the proposed energy park will have an opportunity to speak at the meeting on Tuesday, 13 January at Peterborough Town Hall.

The debate starts at 7pm, includes opportunities for a limited number of people to speak for up to two minutes each.

Speaking slots will be allocated on a “first-come” basis, and people must apply by calling Carol Tilley on 01733 452344, or e-mailing carol.tilley@peterborough. gov.uk by 4pm on 12 January.

There will also be a 40-minute slot for the applicants and any supporters to speak.

Comments expressed during the debate will be submitted to a meeting of the city council’s cabinet on 2 February, prior to a final recommendation being made to the Department for Energy and Climate Change.

High-profile officials from ProProsperity, a major player in the regeneration of the Moscow are in Peterborough this week (10-14 November 2008) for talks with Peterborough’s Renewable Energy company PREL about an initiative to develop an energypark in the Russian capital.

Moscow may be the capital of the world’s second largest oil exporter and major gas producer but city bosses are aiming to be part of the climate solution rather than part of the climate problem by reducing Moscow’s own dependence on fossil fuels. Harnessing bio-energy power from waste and the clean technology solutions PREL offers for alternative energy are what have brought the delegation to town.

PREL‘s plans for alternative energy generation in Peterborough (currently being considered by the UK’s Department of Energy & Climate Change) are sparking interest not only in Russia but across Europe, not least because of the ability to provide a tidy solution to waste, produce enough power to support 60,000 households and cut CO2 emission by over 600,000 tonnes a year.

PREL MD Chris Williams says: “The Russian delegation showed strong interest in exploring alternative energy strategies to power clean development. They were particularly keen on our integrated, cost-effective approach as demonstrated in our energypark concept.”

Energyparks provide space for the incubation of green businesses and communities around a smart grid that provides continuity of energy supply at a time when ageing conventional power infrastructure is decommissioned and blackouts are a real and increasing fear.

Chris adds “Moscow, in common with many Local Authorities in the UK and across Europe are attracted to the idea of having waste to energy plants on their doorstep and we will be following these initial meetings with continuing dialogue.”

Certain aspects of the ET article on the 28th of December titled “Council moves ahead with incinerator plan” need to be clarified from PREL’s perspective in order for our EnergyPark proposal to be fully understood.

First and foremost our development does NOT involve “incineration” as is suggested repeatedly in the article. What we are proposing is a ‘biomass power station’ using gasification and Plasma technology – please refer to our website for further technical details on the proposed systems – http://peterboroughenergypark.com/

We will be combusting 100% biomass as a fuel to provide enough electricity to power around 60,000 houses. It may well be that the City Council’s ERR facility will be burning waste but we will not.

It should also be pointed out that the PREL scheme submitted in 2005 also proposed the use of “non incineration” technology so it is not accurate to suggest that “three incinerators could be granted permission in Peterborough” – the only actual ‘incinerator’ being proposed anywhere (to our knowledge) is the City Council’s.

In the event that the forthcoming EnergyPark Planning Application is approved, the larger scheme submitted back in 2005 will be withdrawn.

The article also says that PREL “would take rubbish from a wider area, including commercial and hazardous waste”. We will NOT be taking in ANY “hazardous waste” from anywhere and our imposed catchment area for 80% of our feedstock is the County of Cambridgeshire and a 20 mile radius of the site. The council incinerator will have the same catchment restriction.

We are also somewhat bemused by the comment “Although the technology may not be as advanced as PRELs, they believe the environmental damage would be offset by fewer lorries using the roads around Fengate” This doesn’t make any sense to us for a number of quite obvious reasons:

The two proposals will not compete with one another in any way – Cllr Peach confirms that the City’s priority is its own municipal waste and not ‘commercial’. We are clearly serving two entirely separate markets – we won’t therefore affect the Council’s facility and they won’t affect the EnergyPark.

b. The vague suggestion that ‘environmental damage’ from lorry movements is somehow problematic makes no sense either. The lorries that will serve the EnergyPark are already ‘on the road’ collecting rubbish for landfill from further afield than Fengate. It cannot be rationally argued that the vehicles serving the PREL development will cause ‘environmental damage’ – when you examine the plant’s Carbon Footprint it is clear that, far from causing harm, there will be a measurable positive impact on climate change.

c. The EnergyPark development in terms of traffic movements will have an impact in the Fengate area of less than 2% – this is considered to be ‘negligible’ in terms of highway science and we are entirely confident that our new scheme will have the unequivocal support of the City Council’s own Highways Department. We would also point out that it was the City Council that took the decision to allocate the EnergyPark site for the use we are proposing. Its previous industrial ‘zoning’ in the Local Plan would have resulted in far higher vehicle movements than the EnergyPark will ever generate.

d. Transport pollution seems not to have been an issue for the Council in approving vast numbers of distribution centres throughout the City.

It is time to stop once and for all the seemingly endless speculation that there is some sort of ‘race’ between PREL and the City Council. The City’s incinerator development is of no interest to PREL and likewise the City should have no commercial anxieties over the EnergyPark.

Peterborough needs to make some bold decisions if it really wants to be taken seriously as a potential ‘environment capital of the UK’ but actually supporting the EnergyPark requires no boldness at all. We are proposing a clean biomass power plant using the best available technology that will divert waste from landfill on a site already allocated and indeed protected for such a use.

Climate Change poses a grave threat to the very survival of our planet and it doesn’t matter if you think it is a natural cycle or man made – the fact is we must do our utmost to reduce the emission of greenhouse gases. Even the Archbishop of Canterbury in his Christmas homily voiced heartfelt concerns for the fragility of the environment.

Since as recently as 1990, global temperatures have risen by 0.2°C and atmospheric carbon dioxide (CO2) concentrations have increased from 354 parts per million to over 380 parts per million and are still rising. The ten warmest years globally since official records began in 1861 have all occurred since 1994, with 1998 being the warmest year, closely followed by 2005.

If no action is taken against climate change, the global average temperature could be as much as 5.8°C higher by 2100 and sea levels could also rise by between 0.09 and 0.88 metres compared to 1990 levels, with a devastating impact on our economy and natural environment, within the UK and on people’s lives throughout the world, including increases in drought and extreme rainfall and greater risks of abrupt changes in climate.

Peterborough Renewable Energy is dedicated to tackling the damaging effects of climate change and the Peterborough EnergyPark is a step in the right direction – it may only be a small step in global terms but any and every project that can deliver secure, diverse, sustainable and competitive renewable energy should, in our view, be welcomed and supported by all.
